Job description

Currently seeking Consultant to support Indian Health Service (IHS) Improving Patient Care (IPC) program to maximize quality improvement efforts and integrate quality in a collaborative manner across IHS Areas. Outline of consultant tasks as follows:

Quality Improvement (QI) Training – Develop QI training in a variety of formats to provide a model of collaborative learning to develop proficiency in quality improvement.

Advancing Primary Care / IPC Learning Lab – implement a learning environment for federal facilities focused on testing advanced primary care concepts to drive improvements in the health of populations.

Leadership for IPC

1. Develop a Leadership track or series for implementing QI information to all Area Service Units, identifying pertinent topics and faculty, provide orientation for leaders, and implement training sessions.

2 Develop a Leadership track or series for implementing Patient Centered Medical Home (PCMH) guidance to all Area Service Units, identifying pertinent topics and faculty, provide orientation for leaders, and implement training sessions.

3. Develop a Leadership Peer-to-Peer Network for knowledge gathering and sharing among all Area Service Units.

4 Develop Baldrige Leadership Series – an evidence-based framework for performance excellence

5 Develop Governance Series – to assist with Governance training for Areas

Area Quality Managers Technical Assistance (TA) and support - a forum for collaboration and an opportunity to learn from each other and align our work across the agency to improve quality and safety of care in IHS, Tribal, and Urban Indian Health programs.

Technical Assistance - develop a structure for providing technical assistance and support to IHS Leadership, Areas and IHS health care facilities regarding implementation of IHS, Area and agency priorities.

Patient Centered Medical Home – TA and support to achieve PCMH recognition and designation, and to benchmark levels of quality improvement capabilities, efficiency and patient experience

Partnerships - Develop a plan for engaging partnerships with other HHS federal agencies, IHS Offices, communities, and tribal entities, professional societies, government, and consumer organizations to provide a knowledge exchange to support achievement of goals of the IPC and Office of Quality.

Reporting - Develop an annual report that provides an overview of the work completed, evaluation of the IHS Healthcare System regarding QI Training, Advanced Primary Care, Leadership, Area Quality Managers, Technical Assistance, PCMH, Partnerships, and recommendations to improve implementation and sustainability. Provide quarterly status reports on work tasks including timeline of work tasks, issues, best practices, and estimation of task completion.
